Basque Country – Citizens’ Assembly on Energy Transition and Climate Change

The Citizens’ Assembly, as provided for in Law 1/2024 of February 8 on Energy Transition and Climate Change, will be held in late 2026 and early 2027.

It focuses on the topic of energy self-sufficiency to make recommendations on how to move toward greater renewable electricity production in the Basque Country and what criteria should guide the siting of new facilities.

The Assembly is made up of a diverse group of 32 people, broadly representative of Basque society and selected through a civic lottery conducted in collaboration with Eustat.

It will begin its work in November 2026 by gathering diverse and balanced information, after which it will deliberate and submit its recommendations to the Basque Government. The Basque Government commits to responding publicly and in writing to each of the recommendations at various points in time.
